[Cuis-dev] [Ann] Serialization of BlockClosures

Well, until very recently I was doing most my Cuis-ing on a 2010 Atom 
netbook, specifically to be aware of performance issues! Jump to a 2019 
i9, and everything seems instantaneous to me.
