[Cuis-dev] Package dependency auto-loading

Not sure if this was intentional or not: the latest round of updates (since
4103) appears to break auto-loading of some package dependencies.  Given
package Foo in /some/strange/location with a dependency on Bar in the same
directory used to auto-load.  Now it doesn't.  Not a big deal for me since
I just changed my image build to explicitly load all packages but thought
I'd mention it.
