[Cuis-dev] Resize bounds fix

Hello everyone!

I always found the resize feature super interesting but never could
reliably use it since it didn't respect the taskbar.

With this changeset it will have the same behaviour as the maximize option
when it comes to desk margins.

I'm requesting this be added to the base image.

Please let me know if there are any concerns or bugs with the
implementation.
