[Cuis-dev] Can we provide a way to dial back status logging to Transcript?

I've been noticing that more and more things are logging both more and more
verbose status messages to Transcript (package loading, test running etc.)
which is great when you're troubleshooting but not terribly useful
otherwise.  I'm a manage by exception kind of guy and unless I'm
troubleshooting a problem would rather not see a bunch of 'this happened...
then this... and now this...' messages.  Can we agree on a mechanism (a
Preference?) to enable/disable these status messages so that those who want
to see them will and those that don't won't?
