[Cuis-dev] Feature require: et al

Greetings Cuis Folks,

I have re-engineered loading of requirements to reduce the amount of 
file scanning and hopefully simplify things a bit.

Just file it in and check that any loading (including auto-load from the 
Help Menu) works as expected.

As Feature loading is fundamental to our requirements composition 
strategy, we should test this pretty thoroughly before integration.
