[Cuis-dev] For Test: Layouts + EdgeWeight

Hi Ken,

After pulling and installing to get to 4194, I filed in:

4195-CuisCore-LayoutProposal9-2020May28-07h20m-KenD.003.cs.st

In the package TrafficLight, Example1 gets MNU when #beRow sends
#layoutSubmorphs because submorphs is nil.
