I think we'd not wrap all existing tooltips. I think it is ok to give 
the best way we find to wrap tooltips to any morph developer who prefers 
that.

Maybe something like the attach?

WRT the #openHelpMehu annoying tooltip, a possible way to fix it is like 
the one for #saveAsNewReleaseAndQuit
