Of course I thought about this option. However I felt, one may only adds 
a sub morph if he wants to interact with the mouse. The text is kind of 
engraved on the protractor, contrary to some buttons I may add to the 
protractor to rotate and to scale (more handy than the halo).

Then I was believing you could make strokes encapsulated in a 
transformation, but I can not find it. Something as you described below.

So for now let me do it with submorph labels and don't add any new service.
