This sounds like the plugin is not being loaded.

In a workspace, what value is returned for
     VectorEngineWithPlugin isPluginAvailable.
?

Note that Cuis SVG seems fine for Raspberry Pi 4 and Le Potato 
(AML-S905X-CC).
