[Cuis-dev] Ran base system unit tests on RISCV

FYI: Base Image Unit Tests

1813 run, 1726 pass
5 fail, 82 errors

The 5 fail cases had to do with (untested) timer services.

The errors were largely due to tests for current system but I ran tests 
on 5171

So newer refactoring and UTF8 tests errored.

Still have to look more closely on PNGReadWriter checksum and timer, but 
I can load packages and save images.
