[Cuis-dev] Layout-Edit-Panels requirements

Thanks much for this.  The UI packages have been refactored recently and 
we sometimes forget to test all use cases.

Please submit a change request.  The UI classes are maintained 
separately from Cuis Base.

Always feel free to post Cuis-Dev, however.
