This was the issue. It was looking in Cuis-Smalltalk-UI/tools, but the file
UI-MetaProperties.pck.st is now in Cuis-Smalltalk-UI/metaproperties.
Could it have moved recently?
In any case I created a new image and that resolved the problem.
