[Cuis-dev] Should ReadWriteStream understand upToEnd?

In Cuis, ReadWriteStream does not understand #upToEnd. Should it?

In Squeak, it is implemented in PositionableStream but I think this has 
been removed
in Cuis as part of a clean up of the streams hierarchy.

Background - I noticed this when working through some test failures in 
OSProcess.
I committed a hack workaround for OSProcess but I wonder now what is the 
right
thing to do.
