[Cuis-dev] inconsistent case in menu items

Is there a convention for case in menu items? I see that if I open the
refactorings menu for a method, one of the options is "rename...". But if I
select code code and open the refactorings menu, I see "Rename...". There
seems to be a mixture of all lowercase names and capitalized names across
the menus.
