[Cuis-dev] Update to CONTRIBUTING.md

Hi Folks,

Today, following what many other Open Source projects do, I added a 
CONTRIBUTING.md and DCO (Developer Certificate of Origin) files to the 
Cuis GitHub repo. These essentially mean that contributors it is OK to 
distribute their code under MIT license.It doesn't change anything on 
the licensing of contributions to Cuis, it only makes it more explicit.
