[Cuis-dev] DrGeo on Mac OS X

If run from the Desktop, Mac OS requests that I grant permission for the
application to access the folder, then it opens Dr Geo.

In my case `Locale current` always prints *en-PT*, instead of the current
Italian. If I run `locale` on the terminal I get:

> LC_CTYPE="it_IT.UTF-8"
> LC_MESSAGES="it_IT.UTF-8"

> LC_TIME="it_IT.UTF-8"
> LC_ALL=


Changing the locale is of no use; I still get *en-PT* both in Dr. Geo and
in the latest Cuis.

Evaluating *Locale new primLanguage*, I always get the null-terminated
ByteString 'en�'.

Something similar happens in Squeak but the locale there is interpreted as
*en-US.*
