I'd argue that not all is fine here.
CuisVM.app/Contents/MacOS/Squeak CuisImage/Cuis?.?-????.image -u 2 3
should be showing the pop-up window saying “No action found for 3” in the
same way as

Provided that is not desired that `-u` changes the way command line options
are parsed.
