[Cuis-dev] New package: Cuis-Smalltalk-URI

Not for Cuis, that I know of. WebClient builds simple URIs as Strings, 
without additional services. YAXO, EruditeXMLBook and RTFImporting only 
get and use Strings URIs .

I guess there may be some other package for Squeak.
