[Cuis-dev] ProgressBar should remain a top level Morph

Hi,
 although it is a good feature it is not desirable in all situations.
 For example, when running tests pressing cmd+t, if the debugger is opened,
the progress bar will be in front of it and will annoy the programmer.
 The attached .cs keeps Hilaire's behavior but allows the test runner
progress bar not to be the top most morph.
