[Cuis-dev] UI-Color-Panel.pck.st update

Greetings!

As I am going through docs/tutorials again, I found that the ColorEditor 
panel stayed at front, which does not accord with the Layout Tutorial.   
Also, moving this Morph to back via morph menu did not work.

I updated this to be #layerNumber 100, which acts as a regular Morph 
with respect to Z-order.

At the same time, I updated all package requirements to the 
latest/current.

If you are using UI-Color-Panel.pck.st, you will need to update to 
latest.
