[Cuis-dev] Get back support for empty ballon help

Hi,
 currently the balloon help is not working if the string to show is empty.
 I attached a change set that supports empty strings for the balloon help
and restores old behavior not showing the balloon help in that case.
 I'm not sure if it is the best solution, please check.
