[Cuis-dev] FloatArray>>atWrap: and atWrap:put optimization

This change set implements in Float32Array and Float64Array the same
optimization that we have for atWrap: and atWrap:put: in Array. This makes
atWrap: as fast as a regular at: when the index is within bounds.
