[Cuis-dev] PushUpInstanceVariable does not warn about undeclare var

Hi,
 the current impl of PushUpInstanceVariable warns about leaving an
undeclared variable, which adds it to the Undeclared collection.
 The attached cs fixes that issue and the corresponding tests.
