[Cuis-dev] Changes to base image for OMeta

Juan,

Not so much bit-rot as I was keeping it around should anyone have been
trying to load it in a very old image.  But by now I expect that everyone
is long past those old versions so I removed it.  Also, I updated the
package so that manual loading of the preload is no longer necessary.
