[Cuis-dev] EdgeWeights setter API

I have changed no internal (instance) names, but here are the proposed 
setters, in case anyone wants to play around.

Let me know if you particularly like or hate it.

If no big objection, I may start updating to use the new API next week.

Two things of note:
   [A] You need to invoke 'aLayoutMorph layoutSubmorphs' to see changes.
   [B] I added an implementation of Symbol>>is: . Don't know why it was 
missing.

Note that '#sym is: #String' answers 'true'.  Is there a reason to 
change this?
