It's definitely possible to "translate" from SVG to HVIF, though the latter
has more limited functionality in terms of describing drawing operations.
This is because it's a binary format designed to take up as little space as
possible. In the case of Cuis, one could maintain the binary format and
write a Cuis reader of it (ie, translate HVIF binary instructions into Cuis
vector draw operations, sort of like ImageReadWriter etc). I'm not sure
what advantage there is these days though. Do we really about how big the
data is for icons if they are SVGs?
