It seems it can't be done. See 
https://stackoverflow.com/questions/13829466/how-to-put-a-label-on-an-issue-in-github-if-you-are-not-a-contributor-owner

I just added an issue to 
https://github.com/nmingotti/Cuis-Smalltalk-Printf/issues/6 . It doesn't 
set me labels either.
