[Cuis-dev] Updates to VectorGraphics and VectorEnginePlugin

Any time I leave Cuis I feel I'm doing cargo cult...

Anyway, I think the best would be to talk with Eliot and others involved 
in the OpenSmalltal VM and ask if they are willing to integrate 
VectorEnginePlugin, and ask for advice on how to proceed.

So I guess (by sheer luck) I started with "good" git clone, on March 5, 
and haven't pulled since!

I would like the plugin to be included in official OpenSmalltalk CI 
builds. I believe this could require adding VectorEnginePlugin to the 
Squeak / Monticello VMMaker package, though.
