[Cuis-dev] JSON update for current

Greetings,

I noticed some Utf8 breakage with JSON trying to open+load the Package 
Downloader.  Fixes attached.

I am not a JSON user, so it would be helpful for someone who is to 
review these changes befor integration into 
Cuis-Smalltalk-Dev/Packages/Features .
