[Cuis-dev] PreferenceBrowser tool

We should find a way to merge our work for the better. I am a bit busy 
right now though.

I hope more people contribute to cuis-smalltalk-ui for the community.

A lot of the widget I needed for DrGeo I put them in cuis-smalltalk-ui.

I am doing the same for the dynabook project I started working on.

For DrGeo I have other type of preferences with dropdown morph menu
