[Cuis-dev] Strange bug in event handling

Hi Hilaire,
The halo was reacting to MouseDown by deleting itself. That also meant
consuming the event, so it wasn't delivered to the morph below (the wheel).
I changed this. Now it doesn't consume the event, so it gets dispatched
to the new top morph. Update is now at GitHub.
