[Cuis-dev] Update on balloon text status

In DrGeo, I handle user feedback with balloon text. (yellow rectangle 
with text)

The tip is designed as a balloonTarget which is a transparent color box 
following the mouse activity, and showing or hiding tip depending on the 
relevance.

However, often the tip is not hidden when instructed to. To hide the 
associated balloon text I do as follow:

hideTip
     balloonTarget setBalloonText: nil.
     balloonTarget deleteBalloon


It was not the case before.
