[Cuis-dev] Fix for MNU in popup menu

If you open a popup menu and close it very fast you get a MNU. For example
you can try clicking the world to open the world menu and pressing esc fast
to close it. The attached change fixes the problem, but I'm not sure it is
the best way to fix it.
